Regulatory landscape
Three regulators matter at the UAE end: the Ministry of Climate Change and Environment (MOCCAE) issues import permits for agricultural products; the Emirates Authority for Standardization and Metrology (ESMA, now part of MOIAT) sets product standards and labelling rules; and individual emirate-level authorities (Dubai Municipality Food Safety Department, Abu Dhabi Agriculture and Food Safety Authority) enforce at port.
Halal certification is mandatory for any food product destined for UAE retail — including rice, even though rice is intrinsically halal. UAE accepts halal certificates from accredited bodies in India (Halal India Pvt Ltd, Jamiat Ulama-i-Hind Halal Trust, and others recognised by MOIAT).
India-UAE CEPA preferential duty
The CEPA reduced UAE customs duty on basmati rice. To claim the preferential rate, your shipment must carry a Certificate of Origin (Form CEPA) issued by the Indian Chamber of Commerce or the Export Inspection Council. This preferential COO is different from a general COO — it's specifically issued under the CEPA framework and contains the HS code, FOB value, and a declaration of origin compliance.
Always confirm the current applicable rate with your UAE customs broker — duties have varied since CEPA implementation and continue to be optimised periodically. The preferential COO is what unlocks whatever rate is current.

Labelling for UAE retail
UAE retail labelling requires bilingual text (English + Arabic), production and expiry dates in DD/MM/YYYY format, country of origin, importer name and address (added at destination), nutritional information panel per UAE Standard UAE.S 9, allergen declarations, halal mark from MOIAT-accredited body, barcode, and net weight in metric.

Logistics — Jebel Ali
